I have no clue what. The most common cause is a pluged fuel vent filter. This is located inside the LR wheelwell there is a long plastic cover that has 3 or 4 10mm nuts that hold it on.

Maybe its your fuel level sensors that are the problem giving you a lower reading than actual. There are two of them one in the left lobe of the fuel tank and the other in the right lobe integrated with the fuel pump. There are resistance tests you can do to check if theyre working correctly.

If the vent is closed then air has a hard time leaving the tank and it puts pressure on the gas station fill nozzle making it click off. The canister scrubs the displaced air from the top of the tank before it exhausts thru a short hose pointing down. I suspect if you fill VERY slowly you can fill the tank vent open or shut.
